Matt Owens, MSI, CWI

Since 2001, Matt has worked in the construction quality assurance/quality control (QA/QC) arena. This began in Southern Utah as a part-time high school job testing concrete, asphalt, and soil for Landmark Testing and Engineering. This progressed to a full-time field technician position performing concrete, soil, and asphalt tests at hundreds of different construction sites. These positions helped Matt learn the industry from the ground up and understand the value that timely and accurate QA/QC brings to a client and their projects.
Matt later shifted his focus to structural and life safety special inspections, earning numerous certifications in reinforced and post-tensioned concrete, structural steel and welding, structural masonry, commercial buildings, fireproofing, firestopping, soils, and more through organizations such as the International Code Council (ICC), American Welding Society (AWS), American Concrete Institute (ACI), and International Firestop Council (IFC).
After taking a management position with STRATA, Inc. in Northern Idaho/Eastern Washington, Matt
developed a passion for understanding and serving clients’ QA/QC needs and helping make their projects as successful as possible. This core value helped their team grow and expand for many years throughout the Inland Northwest before eventually leaving to form OCI.
In 2016, Owens Consulting and Inspection (OCI) was founded in Northern Utah with the purpose of providing top tier specialized QA/QC consulting to construction clients throughout the country. Since then, OCI has worked on a wide array of projects throughout Utah, Nevada, Idaho, and Washington, even partnering with SI Certs (www.sicerts.com) to create their training courses for aspiring construction inspectors throughout the world.
Today, Matt focuses on growing OCI and
partnering with clients on mega projects that face accelerated timelines, tight specifications, and complex plans.
Russ Stevens, MSI

Russ began his QA/QC career in Northern Utah during the mid-2000's working for PSI. This started with field testing on soil, asphalt, and concrete, then progressed into special inspections as Russ became certified to inspect reinforced concrete, structural masonry, fireproofing, and structural steel.
These certifications enabled Russ to work on a variety of projects throughout Utah and the surrounding areas, including the landmark $1.5B City Creek project in downtown Salt Lake City. His experience, code expertise, and professional communication has helped hundreds of clients successfully complete their projects in accordance with code and specification requirements.
In 2020, Russ joined Lonestar Builders and became a project superintendent for several commercial projects throughout the state. This experience as a contractor allows Russ to provide next-level consulting to OCI's clients as he understands the challenges a contractor faces as well as the expectations from the owner's inspection agency.
Russ joined OCI in 2022 and is currently providing QA/QC consulting to the general contractor at the $4.5B SLC International Airport Reconstruction project. With an accelerated schedule, Russ' skillset helps the contractor and their team efficiently meet project specifications in order to open various phases of the new airport to the public as quickly as possible.
Owen Pile, CBI, CBO

With nearly a decade of experience spanning federal defense construction, municipal code enforcement, and large-scale commercial development, Owen Pile has established himself as a trusted authority in construction quality and compliance. His expertise centers on owner representation, building code analytics, plan review, and quality control management, disciplines shaped by years of working under the U.S. Army Corps of Engineers Quality Control System and NAVFAC performance protocols. It was during this federal tenure in Oahu, Hawaii that Owen built the foundation of his certification portfolio. Overseeing both military housing (MHPI), commercial construction, and mission critical infrastructure, he earned his Combination Building Inspector (Mechanical, Electrical, Plumbing, Commercial Building) credential along with his Accessibility/Plans Examiner certification. Two designations that reflect the knowledge he developed in the field.
From there, Owen transitioned into the public sector as a Building Inspector for Salt Lake City, ensuring projects met state, local, and federal codes for structural integrity, safety, and energy compliance. He followed that with his Certified Building Official designation before moving into the private sector as QA/QC Manager for Visionary Homes, where he oversaw quality operations and code compliance across multiple residential and commercial communities throughout Utah.
Most recently, Owen has brought his federal-grade standards to the current market as a Construction Consultant with OCI, providing third-party quality assurance oversight for the QTS Data Center campus in Eagle Mountain, one of the largest active private capital investments in the state. Rounding out his credentials, he holds a Third-Party Firestop Inspector certification through the International Firestop Council, reflecting his continued commitment to expanding his technical expertise.
Don Campbell, QA/QC Specialist (MEP and Telecom)

With over 31 years of hands-on experience as n Utah-licensed electrician and a highly skilled QA/QC Specialist in MEP systems and telecommunications, Don's background spans large-scaledata centers, commercial, industrial, mining, manufacturing, and healthcare facilities, with the past 15 years focused heavily on data center construction and QA/QC oversight.
Since joining OCI Don has brought a deep expertise in quality assurance and quality
control, with a sharp eye for detail that ensures installations meet or exceed project
specifications and the highest safety standards. He has played a key role on major data center projects, including the Meta (Facebook) Data Center in Eagle Mountain, Utah, where he led comprehensive QA/QC inspections covering underground, in-wall, and overhead electrical systems, as well as site and equipment deliveries.
A proven leader and strong communicator, Don works effectively with general contractors,
owner representatives, subcontractors, independent inspectors, and local, county, and state
agencies to deliver compliant, high-quality results on complex, mission-critical projects. His
technical expertise includes switchgear, transformers, distribution systems, plan
interpretation, and design-build processes across diverse construction environments, he has used and is competent using several QAQC/commissioning online programs including ACC, BIM 360 and CX Alloy.
Don is committed to maintaining the highest safety standards, with strict adherence to OSHA regulations, including 100% lockout/tagout (LOTO) and energy isolation procedures. He stays current with evolving data center designs and the rapid integration of AI-driven technologies in construction workflows.
Known for his reliability, professionalism, and solutions-oriented mindset, Don takes pride in
delivering quality workmanship and holding projects to the highest standards. Based in Utah, Don continues to provide exceptional value through his extensive electrical and QA/QC expertise currently working on another private large scale critical path Data Center campus in Eagle Mountain, Utah.
Nathan Herrera, MSI

Since beginning his career in 2010 at Earthtec Engineering, Nathan has developed deep expertise in construction testing, inspection, and project management. Starting as a lab technician specializing in soil testing and material analysis, he quickly advanced into fieldwork and earned numerous certifications, including ICC Soils Technician, Reinforced Concrete Special Inspector, and additional certifications in masonry, fireproofing, post-tension systems, structural steel bolting, and welding.
Driven by a passion for comprehensive industry knowledge, Nathan also achieved certifications in commercial and residential building inspection, plumbing, and mechanical systems. This broad expertise has consistently helped streamline projects, reduce discrepancies, minimize waste, and support budgeting accuracy for clients and contractors alike.
Throughout his career, Nathan has led testing and inspection teams on large-scale commercial projects such as the Zions Tech Center — a 400,000 sq. ft., five-story office building with an adjacent parking structure. His leadership oversaw project quality, regulatory compliance, and client satisfaction.
Currently, Nathan is the lead quality consultant for OCI on the $3 billion Texas Instruments LFAB2 project in Lehi, Utah, collaborating with Austin Commercial and Okland Construction. He is dedicated to applying his extensive technical knowledge and leadership to support complex projects and deliver exceptional results for all stakeholders involved.
Brian Binks

Brian is a Master electrician with over 17 years experience in all areas of electrical work. Brian has been involved in several of the largest projects across Utah and surrounding states, including multiple data centers, airports, sports stadiums, water treatment plants, and city and government buildings, spanning in many different management and production roles. Brian's expertise lies in backup power generation, medium voltage, switchgear, transformers,distribution systems, plan integration and design build processes. His experience as a general contractor and an electrical contractor provides tremendous value as he can understand roles from a general contractor/ owner’s perspective, as well as the requirements and expectations that the team must meet on multi-billion dollar programs. Most recently Brian, brings his electrical expertise to the QA/QC and consulting and inspection team with OCI, focusing on helping clients deliver a quality product on tight schedules with high owner expectations of owners on multi-billion dollar projects.
Armand Franquelin
Armand began his QA/QC career in the special inspection/testing field, which provided excellent QA concrete testing experience for 2 years before moving into a QC Management role at Suntec Concrete.
Working with Suntec, Armand worked to obtain the Reinforced Concrete Special Inspector certification and worked at the Salt Lake City International Airport Redevelopment project for 4 years expanding his knowledge to work closely with other QC departments to provide the best possible experience for the client.
Currently, Armand utilizes the skills developed throughout the years in the concrete industry to progress the quality program department at the Texas Instruments LFAB2 project with OCI. He is working as the Lead Concrete and Rebar consultant to ensure quality of the product placed while maintaining strict adherence to codes and specifications.
Daniel Prickett, MSI, CWI, CBI
Senior Construction Consultant

Daniel Prickett brings more than 35 years of experience in the construction industry, including over two decades specializing in Construction Materials Testing (CMT), quality assurance, quality control, and special inspections. His extensive background spans commercial, residential, industrial, and government projects throughout the Southeast, Mid-Atlantic, Texas, New Mexico, Colorado, and the Midwest.
Throughout his career, Daniel has progressed from engineering field technician to executive leadership positions, including Branch Manager of a full-service testing, inspection, and certification office. He has successfully managed multidisciplinary teams, directed quality programs for complex construction projects, overseen regulatory compliance, and implemented operational strategies that support both project success and organizational growth.
His inspection and quality management expertise includes:
- Structural steel bolting and welding inspections
- Reinforced concrete and masonry inspections
- Building envelope and waterproofing systems
- Roofing and fenestration testing

Justin Etimani

Justin Etimani is a Quality Control Manager and Senior Special Inspector with more than 10 years of experience supporting complex construction projects where precision, accountability, and strong field coordination are critical. His background includes healthcare, government, infrastructure, cleanroom, and mission-critical construction. He has supported major projects such as Hoag Irvine, the Dodger Stadium remodel, the DHOJV Hawaii project, and TSMC helping contractors meet strict quality standards, inspection requirements, and project specifications.
Justin has extensive experience with reinforced concrete, structural inspections, fireproofing, equipment pads, anchors, embeds, and high-tolerance installations. He is well-versed in ICC, ACI, LADBS, HCAI/OSHPD, local, federal, and project-specific requirements. His approach is practical, detail-focused, and built around catching issues early before they impact schedule, cost, or final acceptance. His work in LA city, Irvine, and Hawaii stands out as a major part of his career. On large-scale projects, Justin supported QA/QC efforts in challenging environments where logistics, weather, coordination, and schedule pressure demanded strong communication and disciplined execution. That experience sharpened his ability to manage field quality in high-pressure conditions while keeping teams aligned and moving forward. Justin is also experienced in cleanroom and semiconductor-focused construction, including contamination control practices, documentation control, NCR tracking, corrective action, turnover readiness, and inspection coordination for mission-critical systems. He understands that successful quality control starts before the inspection through planning, communication, and clear expectations in the field.
Outside of construction, Justin has a strong background in emergency response and community service in Hawaii. He has supported Maui wildfire rescue and relief, Waialua flood disaster rescue and relief, big wave rescue jet ski operations, open ocean lifeguarding, and swift water rescue training. This experience reflects the same qualities he brings to the jobsite: calm under pressure, situational awareness, accountability, and a commitment to protecting people. Justin brings a field-proven mindset to every project. He is focused on doing the work right the first time, maintaining compliance, reducing rework, and supporting successful project delivery from start to finish.
